Introduction

The documents listed below have been issued at a G20 summit in the leaders' name. The list does not include reports submitted to the leaders or other documents issued at a summit that may relate to the work of the G20 but are not issued by the leaders themselves. The G20 Research Group identifies the commitments made by the G20 at their summits and then selects a subset to monitor for compliance.

The criteria for identifying documents that count for coding are:

• Included:
  • documents issued in the name of the leaders (may be indicated by the use of first person plural ["we," "our"]).
• Excluded:
  • Documents that do not clearly indicate which element of the G20 is responsible (e.g., "the G20 recommits").
  • Annexes that consist only of lists of participants.
  • Reports submitted to the leaders.
  • Reports issued in the name of the summit but published before the summit.
  • Progress reports that are welcomed or otherwise endorsed or noted in the eligible declarations or documents, or are submitted to the summit by external bodies or by ministerial or official-level groups.
  • Work Programs.
• Other considerations:
• Annexes are counted as separate documents even when issued within the same official pdf (i.e., with the G20 logo) or when included on the same web page or when referred to in the main communiqué as a separate (attached) document.
• Annexes within annexes are not considered separate documents.
• If an excerpt of a document is released before the entire document is issued, it is not counted as a separate document.
• Templates are not included in word and paragraph counts.
